At present, the development of economic regions is in urgent need of a unified, sound legal environment to promote in-depth integration of regional economies. There have been similar theoretical researches abroad, and a variety of successful approaches in practice, which is illuminating to build a legal integration mode in China’s economic regions.This study mainly includes:against the background of integrated development of China’s regional economies, what kind of legal protection is needed for their development? And the current legal situation of the development of China’s economic regions is analyzed based on the theories of legal protection and the experience of regional development and metropolitan circle construction in foreign countries. Meanwhile, the path to build regional laws is proposed. The first question is whether they are created centrally or locally? In a super-large society and a developing country, especially in China, the legislative initiative of the local government in integrating regional economies should be stressed. However, under the premise that the role of region’s legal system is given full play, the central legislation can do two things:active promotion and proper guidance, which is reflected in the "green light" given to the local creation of legislation where needed; the effective supervision in building regional laws, the guarantee that the authorized power is properly exercised and the promise that the regional laws go in the right direction. The second is whether it should be the loose or compact type? The local legislative bodies of regional economies in legislative collaboration should not only stay on the level of exchanging information or other loose types of collaboration, but also jointly discuss the content of legislation and settle legislative controversies. It should be a compact approach of legislative collaboration. Through regular contact and coordination, they plan the legislation within the region together, research on a part of the legislation together, and consult on the disputable content together to realize an institutionalized, regular, and effective coordination mode of legislation. As to its form, developing a regional "common regulation" of the same or similar legislative matters to coordinate conflicts between local regulations can be tried; or a template document can be used to coordinate conflicts between local laws; or giving legal validity to intergovernmental agreements to regulate and coordinate local governments’ behavior can be viable.The innovation of this study is it not only theoretically demonstrates the necessity and feasibility of legal protection of economic regions against the background of integration of regional economies, but also based on the study of the experience of foreign developed countries as well as regional international economic organizations, designs the major modes of legal harmony between economic regions in line with China’s national conditions, namely the regional "common regulation" mode, the government agreement mode, and the template document mode, so as to achieve the unification of laws for a particular economic region.
