There are formal rules and unofficial rules in business administration. The former generally fixes as enterprise's rules and regulations in the form of text, and it has strong authoritativeness. The latter is usually not very clear, but acquiesced by people to a great extent. This kind of unofficial rules is influenced by cultural tradition and current system, its affection often goes beyond the formal ones actually, we call that "latent rules ", in order to distinguish the unofficial ones of general meaning.Hotel enterprises are of opening style, which contact the international advanced administrative skill earlier, and have absorbed a large number of advanced experiences of management of foreign hotels. In actual operation, large-scale hotels of every large and medium city at present are mainly transferred to the international management company to manage, or operate the corresponding mode. The academia also depends on the foreign hotel management theory to build and construct our own ones. Based on these theories, our hotel enterprises combine the reality to form their rules and regulations.However, we frequently find that when these management tools are put into operating in demostic hotel enterprises, there are great deals of obstacles. Why these experiences and skills of management get to be impractical in china? This paper attempts to examine the cultural environment of native country and the impact of latent rules, looking for the origin from it."Latent rules" was put forward by famous scholar WuSi of our country, in some cases, he also calls it "Lougui". It is different from the formal rules as well as the unofficial ones of general meaning in the western management theory. According to management, the unofficial rules of general meaning are usually the foundation or extension of formal ones, but the latent rules have no common with formal rules. In the respect of localization of management theory, latent rules are undoubtedlyobstacles difficult to get over. They have implacable contradiction and conflict with the formal ones, and finally make the management theory losing shaping.Since there are not such a reach about "latent rules" abroad and domestic now, this paper will carry its duty to go in for it. Regarding the current system and influence of the specific history and culture, hotel enterprises have formed a certain deep-rooted latent rules. We should go through the phenomenon that the latent rules control operation of hotels, and then analyze its operating mechanism based on fact. It is the task of this paper to assess its risk and probe into its immediate cause and original cause.In order to get to this goal, this paper organizes discussion from different respects of operation of hotels: 1) Investment relation; and2) the question of acting; and3) the inner management; and4) the customer relation management; and5) industry association and responsible department of government.
