Therefore, the macroeconomic benefit has been separated from the microeconomic benefit, and beneficial owners from victims. Separation of this kind has created a contradiction between the development of hydropower and the local residents. The reason why the hydropower resettlement has become the focus of the contradiction is that beneficial conflicts exist between the macroeconomic efficiency and the microeconomic efficiency, between the development subject and the investment subject.Hydropower constructing mainly aims at pursuing economic results. These pursuers are usually external investors who are regarded as "the others" in the eyes of the local people. On the other side, the local people are involuntary victims. Although the history human beings make use of is only 120 years, hydropower resettlement stemming from that has become a worldwide difficulty.With an abundance of construction fund, private property right system and a complete insurance system, the disadvantages and bad influences, which migrants suffer from in hydropower exploitation, would be reduced. Otherwise, problems would break out thickly.China is a country with a large population, broad areas of mountains, limited arable land and energy resources. Since the 1950s, thecompensation policy of equal value implemented paid little attention to the costs of humanities, culture and society. Due to the small scale of the projects and confidence of the migrants on the public ownership of the country, the costs didn't cause some severe result. However, from the 1960s to the 1970s when politics played a dominant role in the country life, the hydropower constructing inflicted both economic loss and mental pain on the migrants and has caused serious social problems. The following social results were serious. The Temple of Memories (Jing Jun 1996) reports the research on how Yan Guo Xia hydropower station has hurt the migrants mentally. Ying Xing's The Story of Da He Migrants Who Appealed to the Authorities for Help lays particular emphasis on the study of migrants asking for justice.Since the 1980s, the government has presented the policy of "exploitive resettlement" and the policy has been made into laws. This reflects the people oriented principle and the consciousness of humanities cost. But the policy has not been thoroughly implemented. The hydropower migrants form a vulnerable group emerging in the process of development, and this group is still expanding with the promoting of the strategy to transport electricity from the West to the East. More than 90% of the migrants are peasants. The proportion has made China faced with a huge challenge.The issue of hydropower resettlement involves various subjects andis related to the development strategy of the country. So the research on this problem from different aspects is very important."Nan Pan River-Hong Shui River" is one of the important hydropower bases. Bouyei and Zhuangzu are the two main local ethnic minority groups. How to protect the right and benefit of the ethnic people in the process of hydropower development is not only influential to the economic and social efficiency but also directly connected with ethnic unity and long-term peace and harmony of the state.Under the ideas of the people-oriented principle and harmonious society, the thesis tries to unfold the situation and requirements of the ethnic migrants in the process of Nan Pan River development so as to appeal for social concern, set up a fair and sustainable benefit-distributing system and achieve the all-win goal.
