Study On Resettlement Of Hydropower Project In Qinghai Province

Qinghai province is rich in water energy resources,with the Yangtze river,Yellow River,Lancang River,Datong River and other water systems within the territory,and is known as the "Water tower of China".Since the 1970 s,a series of hydropower projects have been built in Qinghai Province.Up to now,20 large and medium-sized hydropower stations and 13 large and medium-sized reservoirs have been built or under construction,with a planned installed capacity of more than 15 million kilowatts,effectively guaranteeing China’s power energy supply.The rapid development of hydropower projects in Qinghai province has led to large-scale land expropriation and relocation,with 63,800 migrants so far.Due to water and electricity engineering and hydropower station owner units involved migrant resettlement masses vital interests,if inappropriate disposal,profit distribution imbalance,is likely to lead to serious consequences,light resettlement area of infrastructure is not complete,ecological restoration is not complete,lack of essential factors of production and living,the immigrants living difficulties;The heavy lead to resettlement areas of instability,social unrest and other serious consequences.This paper makes a comprehensive and detailed analysis of the problems existing in the resettlement of land compensation for hydropower project construction in Qinghai Province.In recent years,a large number of hydropower projects have been built in the Yellow River basin and Datong River basin in Qinghai Province,and the relevant resettlement work has also been carried out.Paper on this basis,combining with the Yangqu in hainan Tibetan autonomous prefecture hydropower station,the Shitouxia in haibei Tibetan autonomous prefecture hydropower station and the actual situation of construction land requisition compensation resettlement points out some problems appeared in the course of resettlement,the current policy does not cover these problems,so how to solve these problems is very important.This paper analyzes the reasons for the existence of these problems,and explores and studies how to effectively solve the resettlement problems of Qinghai hydropower projects under the current actual situation.Resettlement of hydropower project is a complex and specific work,involving water conservancy,hydropower,transportation,electric power,urban construction and other sectors,the core of which is government coordination and working mechanism.This paper points out in detail the problems faced in the process of land acquisition resettlement of Yangqu hydropower station and Shitouxia Hydropower station construction,including the policy implementation is not in place,resulting in unequal compensation;There are defects in the design planning,which can not be effectively solved when the unpredictability problems occur in the later period,and the work is carried out without basis.On the basis of analyzing the existing problems,combining the reasons of the problems and the innovation of government working mechanism,the practical means to solve the problems are tried to be given.In this paper the Yangqu hydropower station and the Shitouxia hydropower station as an example,comprehensively introduces the Qinghai province hydropower project resettlement of each work situation,points out the problems existing in the actual,analysis the reasons of the existence of the problem,and puts forward the concrete solution,has a certain practicality,relevant departments and units in the process of work can be reference,using for reference.
