The major purpose of this article is to make clear such questions: after the cold war, why does the United States not change but strengthen those hostilities to Cuba? As for Cuba, this small developing country in socialism, what countermeasure it adopting makes it be able to subsist and develop at the backyard of the United States, only superpower of this world? Under the circumstance of the United States upholding actual strength increasingly at present time, whether will it adopt action to Cuba, one of "rascally Nations" in America's eyes, like to Iraq? What on earth will Cuba do can promote normalizing the bilateral relation? Centering on these questions mentioned above, this article adopts the method of political and historical science, with the viewpoint of dialectical materialism and historical materialism, to discuss the question of "the bilateral relation of America and Cuba after the Cold War".This text chiefly includes four parts:The first part: the evolution of the bilateral relation of America and Cuba after the Cuba Revolution. From the Cuba Revolution won in 1959, the United States has been carrying hostile policy to Cuba, and then the interference and the anti-interference become the major content of the bilateral relation during the Cold War. After the Cold War, the relation of America-Cuba relation can be divided into two stages. From the Cold War finishing to 1997, the United States strengthened the economic blockade, diplomatic isolation and the anti-Cuba propaganda, and Cuba did its utmost to fighting against these hostile measures that made the both sides' relation sharply opposite. From 1998 to now, the United States persists in being hostile to Cuba, but looses the sanction and increases contact with Cuba. Cuba adheres to principle and seeks the normalization of the bilateral relation, which leads to this relation less crowded and relaxed. The relation between the two countries after the Cold War appears some new characteristics, chiefly includes : the reason leading to both sides antagonism has changed; the hostile means of both sides has changed also; the actual strength of the two opposing sides contrasts more differently; the tendentiousness of the world opinion to both sides has changed; the foreground of both sides' relation is fairly more optimistic.The second part; America's hostile policy to Cuba after the Cold War. The United Statescontinues the policy being hostile to Cuba after the Cold War, and chiefly adopts such means as strengthening the economic blockade, reinforcing the diplomacy isolation and heightening the ideology infiltration. America attempts to urge Cuba changing the socialism system with the pressure, or forces Cuba to occur the revolution that the United States is hoped. From 1998 to now, the United States adjusts the policy to Cuba to some extent, but does not give up the hostility.
