Ethical Reflection Of The State-owned Enterprise System Innovation

Up to now, the process of Chinese state-owned enterprise reform can be generalized as a history of system changes and system innovations. The target of system changes and innovations is to turn stated-owned enterprises as the attachment of government administration organization into a principle part of market managing by itself and assuming sole responsibility for its profits or losses. So the reform is associated with the profits and rights among our government, our enterprises and our staffs. We believe that the system innovation of the stated-owned enterprises must be guided by the ethical idee for they are of great importance. This essay explored the problems aroused from the innovations and their ethical reasons from the angle of ethics. At the same time, it put forth morality choice according to the problems. The morality choice is a kind of choice of value in order to achieve certain morality goal. The morality goal of the system innovation of the state-owned enterprises is to improve the economic benefits of the enterprises so as to make the development of personal freedom and all-round way come true. In the process of the system innovation, the state-owned enterprises must make many kinds of choices to achieve such a goal. The wise morality choice of system innovation is to adhere to the unity of new system and good quota, i.e. the innovated system should not only be new but also be good, otherwise, the innovated system one may be a bad one; the unity of the expansion of materials and the staffs' development, i.e. the enterprise should not only be increased in materials, but also be paid much attention to the personal development; the unity of obligation and benefits of the enterprises, i.e. there should be a pre-condition of the enterprise in gaining benefits, that is to say, it should not damage others' benefits and rights and any action of gaining benefits must be under control of the morality norms; the unity of the rights of the senior administrative managements and the responsibility they should take, i.e. the rights of the management and strategic decision in the senior administrative managements' hands should be made clear, and the managements should take the responsibility of the government, the society and the staffs in order to balance the rights,responsibilities and benefits and to refrain the managements from plotting for their own benefits. Thus, the system innovation of the state-owned enterprises will be sure to be correctly led and rationally existed. At the end of the essay, we illustrate the ways to guarantee the morality of the system innovations in order to afford a loose and comfortable ethical atmosphere.
