The government organization ,profit organization and non profit organization are the three majior parts of the politics ecnomy and social field is a modern sosity. human-resouoes management is not only applied to profit organization,but its spint thought ang non-profit organizations, it is the international trend that humanpower resources management replaces traditional personnel management.Because government monopolies all resources under planned economic system, non-profit organization has no ability and necessity to open a space for their survival and development,the non-prafit organization of china in the mode transiition period need to absorb or import foreign succesful experience of humanpower resource management and development to realige the mode transition from traditional personal management to the humanpower resouces mangement mode, in order to fully develop its regularity, public, prafit, autonomy, non-profit-making, folk, willingness, it is necessary to set up partnership relatons between the government and non-profit organization.
