| There are several hundred of research institutes in China, which bear the responsibility of defence R&D. They play key roles in weapons and equipment development and manufacture, as well as the main promotion strength of the national science and technology, the improvement of integrated national strength, the important driving factor of continuous national economy. This group is the important components of national assets. Most of them have a similar, heavy characteristic of planning system in their system and structure. In more than twenty years after China's reform and open, a few of research institutes, academies or enterprises grow up at a speed out of the ordinary. Making full use of the favourable policy environment and resource, taking advanced technology of war industry, with perfect products, they have occupied a large piece of the market. However, most of them have been accustomed to behindhand, traditional thinking, behavior and legality, wating for favour, waiting for chance in the past several tens of years. Finally, they are heavily in debt even insolvent, bankrupt. The main subject of this paper is to explore the relation between the development history and strategy of the military research institutes and academies, and try to find the main inflence factors of the development of the research institutes and academies, to provide a valuable and worthful thinking mode for future sustainable development of the military research institutes and academies.It consists of two parts: case and case analysis. The case presented in this paper is based on the development history of Zhongyuan Research Institute of China Electronics Technology Group Co. to strengthen the understanding of military products development of the research institutes and academies by anatomizing its development and strategic reform history.In the case analysis part, the author analyses the main factors caused the success and fail of each development phase of Zhongyuan Research Institute, macroenvironment such as economic environment, national defence environment and environment status located of the military enterprises. With Baud Model theory, the author discusses the industry structure of high-tech industry, as well as the internal advantage and external disadvantage of Zhongyuan Research Institute. Under the opportunity and threat conditions of the external environment, the author uses the SWOT matrix analysis model to analyse the development strategy to be adopted by Zhongyuan Research Institute in the future. On the base of analysis, the author fully considers the dynamic characteristic of the environment located, and uses the thought and tool of strategic innovation, combining with the theory of strategic orientation, puts forward the future strategy to be adopted by Zhongyuan Research Institute -taking the concept research and R&D of top advanced national defence products as its strategic core, the general and updated military products and industrialization of civil products as its strategic support. The innovation idea is given prominence to the dynamic thinking, management development strategy taking the advantage of favourable policy environment and national administration resource maximumly to realize future sustainable development of Zhongyuan Research Institute.The innovation point of this paper is that the author puts the advanced strategic analysis theory, the innovation theory and modern management strategy theory and resource management theory into use of the strategic analysis and establishment for development of military products of the research institutes and academies. |
