Socialism market-economy system is being built and perfected , which is separate from private-economy developing. Private-economy are one of facter of developing region economy .The paper takes the case as research objective , puts modern enterprise theory to use ,and analyzes outside environment and inside operation mechanism of private-economy, and studies and approachs development conditions of the private-economy of west of China.In the chapter 1,I comment on developing of private-economy of China .Firstly ,I prescribe a limit to a private-economy and development process. Secondly, I mainly analyze the status of private-economy. Thirdly, I introduce the function of private-economy. Lastly , I conclude the development environment of private-economy.In the chapter 2, I analyze the status and character of private-economy, through I investigate private enterprises to Erdos Inner Monogolia. At first, I summarize the statue of private-economy in Erdos. Next,I analyze the character of private-economy in Erdos. Then, I pose main problems on private-economy in Erdos. At last, I conclude the experiences about private-economy in Erdos.In the chapter 3,I conclude some enlighten from the development of private-economy in Erdos. After posing innovation is vitality ofdevelopment of private-economy , I set measures about the development of private-economy in west of China in five aspects: idea innovation institution innovation, technology innovation, industry self-discipline innovation and market innovation.The following is main idea of the paper:Study the quality that development of enterprises need in the interior operation mechanism of enterprises. I point to that we must continue deepening the developmeng of private-economy, especially the inside administer structure must be researched thorough.
