As role of tariff barrier and traditional non-tariff barrier in the international trade is declining, As a type of non-tariff barrier , technical barrier to trade are using as an important way of trade protectionism and are becoming an important issue in economic field. After China's foreign trade for over 20 years, its economy made great progress. Especially after China entry into WTO, it will still continue to expand exports. However, China is a developing country and lag behind the developed country in technology and capital, export commodities are hindered more and more and become a most difficult problem to copy with. It is an important issue that China has to face in the new century to study effect of technical barrier to trade on China's export trade and break through its limits so that China expand export. On the basis of above, the thesis analyses them in the aspect of both theory and Empiric: At first, the paper sums up some documents that had been researched, and sets forth some existent research way and the background to elect the subject; Next, It analyses the effect of technical barrier to trade on China's export from the micro-level. The developed country use the different technological way to rise cost of import commodities, including rising fixed cost, or marginal cost, or both them, and effect on export commodities is different in different market structure. The thesis systematically analyses it by combination of three market structure and three cost structure to form a math model; In addition, based on theoretical analysis, it analyses condition of foreign technical barrier to trade affecting on china' s export by china' s export datum; Finally, It discusses the paths of China's breaking through foreign technical barrier to trade. It argues that China may depend on technology transfer and innovation to rise competitive ability of national products; and use FDI to speed up technological progress; and use international standard and quality certification system to break through foreign technical barrier to trade; and produce and market across national boundaries to escape foreign technical barrier to trade.
