On Green Trade Barrier And China's Export Trade

On December 11, 2001, China accessed to the World Trade Organization as a developing country, which signifies the exterior aiding-mechanism of our country's opening policy comes into being gradually, which also offers favorable systemic conditions for China to participate in international work-dividing more and join in the global economy. However, with the falling or back -out of tariff barrier and traditional non-tariff barrier in recent years, a kind of barrier known as "green barrier" which is seemingly legal has and will keep having harmful effect on China's export trade. After China's entry to WTO, Chinese products will face the barrier of green barrier in the international market whenever they come into the international market. Therefore, how to break the green barrier should be an important problem that Chinese government and enterprises are facing. Under this circumstances, it signifies theoretically and practically for us to study the basic content and features of green barrier carefully, to analyze the effect which green barrier does to China in details by using examples, to face the challenges and the opportunities green barrier brings to China's export trade and bring forward workable countermeasure, to impel good inter-action of trade and environment actively in order to accelerate export trade's sustainable development.The dissertation consists of four parts:1.The background of green barrier's rising. The cause of green barrier's rising is complex. This part mainly analyzes its social, political, economical, legal background and its peculiar attribute background.2.The content, form and characteristics of green barrier. The content is wide, which mainly includes international environment protection treaties, national environment rules of law, standards, voluntary measurements and internal requirements. The form is various, too, which mainly includes green tariff system, green technology system, green packing system, green anti-allowance system and environment quota system and so on. The dissertation analyzes the characteristics of green barrier on this base.3.The effect green barrier has brought to China's export trade. This part looks back and analyzes the development and status quo of China's export trade first, and analyzes the positiveand negative effect which is brought by green barrier on the base of bounding the characteristic standards of green barrier correctly. On one hand, green barrier places a premium on export enterprise lo innovate and create competition advantages and priority; on the other hand, green barrier brings bad effect to China's export trade, such as reducing the speed of export, shrink the export market, lower the economic benefit of export enterprises and pricks up bilateral or multi-lateral friction in trade.4.Thoughts on breaking green barrier band expanding export trade. This part distinguishes international green protection and green barrier and then analyzes from macroscopical countcrmeasurc and microscopical operation, brings forward the countermeasure of breaking green barrier and expanding export trade. Macroscopically speaking, the government should actualize the strategy of sustainable development actively, accelerate making China's economics green and develop environment diplomacy actively, quicken bringing the multiple-strategy of the structure of export market into effect, so that to create a good external environment for enterprises' existence and development. At the same time, in order to meet with international rules as quickly as we can, the government should compose China's market-permitting rules to seek reasonable trade protection. Microscopically speaking, enterprises should conform to the international trend of environment-protection, practice strictly the strategy of sustainable development, and on the other hand, they should actualize international strategy of green business, improve their green technology, adopt international standards utmostly in order to break green barrier.
