In 21st century, Chinese enterprises are facing new competitive and developmental environment. First, the scope of the enterprise activity is changed by the development of the global integrative economy. Second, the traditional management concept and mode of the enterprise are changed by the development of the information and internet. Third, the management target of the enterprise is changed by the needs of the sustained development. After china joined the WTO, it made Chinese economy move near the orbit of the international economy more and more, Chinese enterprises are facing new opportunity and challenge. To obtain long-term competitive advantage, the management and development strategy of the enterprise which is fit for new environment must be studied and made. And it can be carried out and controlled effectively. Then survival and development can be gained by the enterprise in competition.Liaoyang Petrochemical Installation Engineering Company was founded in 1975. It is a medium-sized state-operated enterprise directly under Liaoyang Petrochemical Fiber Company of China Natural Petrochemical Company. Because interior protective policy was took by the domestic petrochemical enterprise, they could have been keeping survival and development by single target market in not any competitive environment basically for over 20 years. Since the end of 1999,the interior architectural installation market of the Group has been affected by all kinds of factor, e.g. rearrange of the Group, depression of the domestic petrochemical industry market, etc. This market relaxed gradually and showed an unprecedented competitive situation. The survival and development of the enterprise began to face crisis.Especially the world is in the needs of the market as a direction the global extraordinary intense economic competition today, and society, politics and economics are acute changed continuously now. So facing important questions for study as a enterprise and its own manager are how to estimate correctly reality and forecast future, and how to consider strategy and choose tactic to enhance adaptation ability for external environment in above activities, then to control changes and open up future on enterprise's own initiative.In this article, it analyzed internal or external environment and change trend of the future that be faced by Liaoyang Petrochemical Installation Engineering Company, integrated with the condition of the enterprise's resources, used the SWOT way ofstudy, defined of the company by the low cost of inspection and maintenance business, centralized management, difference in out port market, and developmental alliance under new environment. And put forward proposition in view of organizing and carrying out strategy. Then found a way of study that can know in advance for survival and development about company. To a certain degree architectural installation enterprise of the petrochemical industry like that can draw lessons from it.
