What method should be adopted for achievement evaluation is the core problem of any economic system.Accordingly, how to evaluate an enterprise,s achievements has to a great extent attracted theorists, attention; moveover, it interests the policy makers of corresponding governmental departments, the executors of regulations from the management department, and the managers of enterprises even those who are economically attatched to enterprises.It is now common that the achievement evaluation of an enterprise depends upon the traditional financial quota system,however, the problem is that such system las laid less emphasis on future value produce, non-financial quota system, and overall "combinatorial benefist" than on past financial achievements, financial quota system, and partisl "sectional achievements", respectively, which fails to evaluate the results of an enterprise in a scientific, objective, and positive way.Pointing out the existing defects of the traditional evaluation system, the paper suggests that the traditional financial analysis should be extended into the area of a composite analysis of an enterprise so as to formulate a better achievement evaluation system for enterprises which turns out to be an integrated whole of past achievements and future value, financial quotas and non-financial, and sectional achievements and overall benefits In addition, it focuses on a research into the evaluation of the industries enterprises in the Qingyang zone .The paper brings new ideas mainly as follow:(1) it breaks the limitation imposed by the analysing of financial reports wish respect to the argument of this paper;(2) it presents designs of quotas by adopting from the western countries the newest way of achievement evaluation.It is insisted that the research methodology should be from theorization to verification, and from the general to the concrete.
