Corruption in government and public administration is a complex and pervasive phenomenon in Korea. Being fully aware of the problems of corruption, the Korean Government has taken serious steps to combat it. Responses in every period of the Korean government have included campaigns to " clean up " public life and fight against Corruption: reviews of the rules and regulations applying to public officials: Attempts to redefine public service "values" and codes of conduct. However, fighting corruption can never be an isolated policy objective. It must always be an integral part of promoting a transparent and accountable government, of promoting good governance. Preventive legislation is important but it addresses only part of the problem. Fighting corruption requires engagement at all levels, from political leaders to the man and woman in the street, from the oldest to the youngest in society. Every member of society is accountable for his or her own contribution to fighting corruption. The research in this paper looks at the contents and types of the anti-corruption system existent in Korea from the foundation of the country to the present. In order to make an insight look of the effectiveness of the anti-corruption efforts, more research is on the anti-corruption strategy of the Kim Dae Jung's government. The purpose of the research is twofold: to describe the major features of Korean Government's anti-corruption strategy; and to identify some lessons which are relevant for Chinese government's current efforts in combating corruption.
