New Model Of Project Management, Design-led Research

How to implement an effective engineering project management, and increase economic efficiency and social efficiency of a project, is a common interesting problem for each nation and each enterprise. After analyzing the development and change of the international engineering project management, it can be seen that the organization and implement of engineering project management is changing from owner to experienced, specialist personnel and companies, that is from non-speciality to speciality and socialization. Our project management is slowly developed and changed on the model of formal Soviet Union, which is from suitable for the single planed economic model to suitable for socialistic market economy. At present, it is going forward to international model adopted by developed countries. Through system reform, design company has become multi-function engineering company including design, purchase, construction etc., Only the design playing the leading role, and carrying out contracting turn-key project management, it can make reform of our construction project management system synchronize with reform of our economic system.This paper studies to establish a matrix management system in which the project is in center, the specialist departments is foundation, implement project manager responsibility system, bring design leading role full play in engineering construction, carry out a new, scientific and effective project construction management model.
