Long-term township enterprise managing experiences have made me realize that the small & medium enterprises in the county economy are the most important and active forces in developing the local economy. However, many factors are affecting the development of these enterprises, one of which is due to the lack of management inspiring mechanism. So I choose it as the subject for my thesis.This thesis has adpoted the method of theory combining with practice. I have thoroughly studied the concerned documents of the state on the development of the small & medium enterprises, some western business management theories and ancient human oriented thoughts.By investigating the small & medium enterprises in the county and anayzing the markets,I think the 21st century is the golden times for the development of the small & medium enterprises and their proportion in GDP will be substantially increased. So a set of feasible mechanics on business management must be set up to resolve the problems during their devdelopment with care, to promote their healthy stable development and to give full play to them. That is, in order to strengthen the vigour for the enterprise development ,we must establish the practical and efficient inspring mechanism. By reviewing the development of the small & medium enterprises in Xinzheng city, I have summarized the influences brought to the local economy by the small & medium enterprises. At the same time, because of historical, structual, basical and management reasons, three outstanding problems exist in the small & medium enterprises in the county. First, the enterprise structual contradictions are quite outstanding. Second, the defects of the property system are becoming more and more obvious. Third, the management methods are out of date.After studying and analyzing the western management theories, I think classical management theories such as Troy and so on only put emphasis on "material" while people were treated as "economic people". , Meyer's Holthan experiment regarded humans as "social people ", and connected humans with society for the first time. After the World War II, Adams combined people's needs with society and made the western management theories greatly improved. However, the changes of the western management ideas are in fact the process of cognition from materials to persons. The production efficiency mainly depends on the working attitude and morale of the employees. Even so, they can't contain all the contents and law of management and they can't get the mangers to make full use of their abilities. Therefore, I believe for the management of small & medium enterprises, we should have not only hardware, strict system restraint, but also software, flexible management mechanism, which is called feeling-inspiring mechanism. This thesis has stated the three main manners for emotion encouragement, ie, example encouragement, participation encouragement, forgiving encouragement. This thesis is based on the present developing situation of the enterprises in Xinzheng City. Six measures have been taken according to the inspiring theory. 1.To complete share-holding cooperation system step by step. 2.To reform enterprises allocation system. 3.To create fair open human resource system. 4.To strengthen the participation by employees. 5.To pay attention to enterprise cature construction and the promotion of cooperation identification system. 6.To establish efficient encouraging and restraining mechanism for enterprise managers. Because of limited time and shortage of thorough investigation, errors are unavoided. Any criticism or instructions are warmly welcome.
