The technical innovation is the powerful drive force of the current technical and economic development, and it has become the foundation for the survival and development of an enterprise. The small and medium-sized enterprise is the most active and vigorous composition among the main part of enterprise innovation, playing a non-replaceable active role in the aspects of driving the technical progress, promoting the international trade, stabilizing the economic growth and reducing the unemployment. As an important part in the technical innovation system of the country, the improvement of the technical innovation ability of the small and medium-sized enterprise is of great significance for a country to maintain its competitiveness in the global market and keep the sustainable development of the economy. The United States is a country in the world that that is early to solve the problems of small and medium-sized enterprise through legislation and setting up special government institutions. In USA, the small and medium-sized enterprise is an important force for achieving the economic invigoration of the country, and also the important source for the technical innovation of the country. The American government pays great attention to the technical innovation of the small and medium-sized enterprise. In order to guide and foster the technical innovation of the small and medium-sized enterprise, it has adopted a series of fostering policies in the aspects of legislation, organization structure, finance and taxation, financing, technical information and talent training, providing good external environment for the technical innovation of the small and medium-sized enterprise and greatly improving its technical innovation ability and level. Currently, China's economy is at the period of system transformation and high-speed development: system restructuring and market realization of the state-owned enterprise; the industrial structure upgrading of the countryside township enterprise needs "second take-off"; the nongovernmental hi-tech and software enterprise is rising quickly. Among the total enterprises in China, the small and medium-sized enterprise accounts for 98.5% of the total number of enterprises, 75% of the staff numbers, 50% of the total assets, 60% of the output value, and 40% of the industrial and commercial tax revenue, taking the important position and play special role in the economic development of China. The study on the technical innovation policy of our small and medium-sized enterprise under the frame of WTO is both of theoretical significance and of practical significance. This article is mainly divided into three parts: the first part is the basic problem of small and medium-sized enterprise and its technical innovation. Starting from the concept of small and medium-sized enterprise and its technical innovation, it is focused on illustrating the feature of small and medium-sized enterprise and three basic problems for the technical innovation of small and medium-sized enterprise.
