Therefore, it is strategically significant to build an overall well-off society by speeding the development of the tertiary industry, which is an inseparable make-up in the reproduction process and the key role in affecting the growth of national economy. Its importance lies in meeting three practical needs: to improve the people's living standard and enrich their lives; to enhance operational efficiency of national economy; and to solve current unemployment problems.Since the opening policy, the tertiary industry in Chengdu city has witnessed rapid growth and achieved remarkable accomplishment. Though, compared with developed countries and coastline regions within, it appeared to be laggard and not sound enough in structure,it still has great potential to further develop. The advance of the new economy characteristic of information and network technology brings about valuable opportunities. The so-called new economy is a sustainable economy based on information and network technology and driven by new technology. Therefore, how to enhance and forward the tertiary industry in Chengdu by developing technological services falls into our research, and this is the main purpose of this study.The thesis falls into four parts.Part I briefly expounds the tertiary industry theory relevant to this thesis, which includes the definition, classification and composition of the tertiary industry; factors that may affect; and the general rule of growth.Part II summarized the accomplishment achieved and confronting problems on the basis of quantitative analysis. Since opening to the outside world and restructuring, the tertiary industry in Chengdu hasachieved sustainable growth and the value-added in this field accounts increasing shares in local GDP. Among them, traditional services are undertaking solid growth and engineering industries bursting. Generally speaking, compared with the local developed cities, it still has some serious problems (e.g. the shortage of supply, the lower share, unreasonable internal structure, lower industrialization, lower knowledge-intensive level, weak competitiveness, and so on). These have been the vital factors that impede the optimize and upgrade of industrial structure and economic development in Chengdu. Part III expounds the role of information services by analyzing its features of high creativeness, high penetration, high improvement and high leading function, which push forward and enhance the development of tertiary industry. It serves to provide the theoretical basis to the main idea ─ to develop the tertiary industry in Chengdu by furthering information services. Its role and function is shown mainly through the following : * To expand the size of tertiary industry* To optimize the structure in tertiary industry* To improve business management* To provide technical support to other servicesPart IV forwards the implicit measures and proposals as to develop the tertiary industry of the local cities through growth of information services. They are offered from three layers ─ speeding the development of information service itself, strengthening the information services upon the business, and developing overall and multi-layer information service. The overall and multi-media information services include: 1. Push forward and make continuous improvement of "government network" and E-governmental management.Strengthen information services in the important field of2. education and healthcare; push forward banking-revenue share system and the integration of traditional, telecom internet and cable, and improve the services in the main field.3.
