An enterprise could attribute its success to various competencies, such as unparalleled know-how technique, virgin market seizing, best product quality, abundant funds or competitive service. All these competencies are closely related with "the people". Among resources of an enterprise of manpower, financial and material resources, manpower weigh up against the other two and staff equipping with both high level of professional technique and management ability ranks highest in all human resources. Therefore, only the enterprise that could develop and structure talented people will grow vigorously, in other words, enterprise that has a prime process of cultivating, motivating and utilizing talented people to a maximum extend could achieve twice effectiveness and profitability with only half efforts.Further to state owned enterprise, on one hand, they are suffering from lacking of talented people, especially for those young talents who are good at both foreign language communication and business management. On the other hand, the maintenance and utilizing of talented people is constrained by the current management system and mechanism that has resulted in large drain on talented people. In 21st century, the world is moving into a new knowledge based economy and information society. Without doubt, the competitive talented people will become the greatest advantage for enterprise as magic weapon to win the market competition that is getting severer. This essay presents a new process of cultivating and utilizing human resources under the Chinese context by analyzing the case of Zhongyuan Oilfield that is a representative of large-scale state owned enterprise and adopting basic business approach of MBA course. The analysis includes retrospection of Zhongyuan Oilfield organization reform history, experience draw of Zhongyuan Oilfield in cultivating and developing human resources and the current Zhongyuan Oilfield internal and external environment demonstration. The essay aims at exert effort for the future prosperity of Zhongyuan Oilfield and add value for lifting state owned enterprise from difficult situation.
