The export of high-tech product has become the main part of china's export. It reached US$ 46.4 billion, with US$ 9.4 billion more than the previous year, the rate of the contribution to the export growth exceeded 50 percent in year 2001.As one of the key cities developing the high-tech export in china, Beijing has made great progress on this regard, being among the first level. In Beijing, the high-tech export with growth of 16.3 percent reached US$ 2.17 billion, accounting for 44.5 percent of the total export.The high-tech export greatly depends on creativity, and Beijing has the most excellent environment on this regard. Beijing is the most developed area on science, technology and education, and Beijing keep ahead on science research harvest.The density of intellectual resource and science personnel is on the top in Zhongguancun of Beijing. There are 68 academies including Peking and Tsinghua universities, 213 research institutes including China Science Academy, and more than 60 high-tech enterprises, including Lengend. Fangzheng and Sitong.Interlinked region creativity system of produce, study and research has formed primarily, with the technology support of academies and research institutes, the industrialization main body of enterprises and the leader of civilian technology enterprises. Which means Beijing has the potential to develop the high-tech export, but there are still some difficulties in the course of realizing the potential into competitiveness.Firstly, the proportion of the processed and assembled product to the total high-tech export is too big in Beijing, so we have to optimize the structure of high-tech industry. Secondly, the enterprises lack development stamina with the decreasing investment on R&D. the enterprises haven't change their development way to depending on technology creativity. Thirdly, the export greatly depends on the import. There is a little high-tech with self-reserved intellectual property in Beijing. The manufacturing roof garden for proving relative services for high-tech hasn't been into form in china. In high-tech industry, many product design, key spare parts and equipments depend on import. Lastly, a few kinds of product almost take up the total export. The structure of export should be optimized.In all, the effect of creativity on promoting the high-tech export hasn't been fully brought into play. The appearing of this situation is mainly related to the faultiness of the promoting policies of Beijing. With china's entry into the WTO. some of the promoting policies became more unsuitable. So the thesis emphasizes the research on the industry policy and trade policy to promote the development of high-tech export of Beijing. So if want to make great progress, to achieve sustainable development in high-tech export, Beijing should establish overall supporting policy system.
