Discussion On The Reorganization Of Assets Of State-owned Enterprises

Assets reconstruction is an important practical problem in the reform and development of state-owned enterprises. It's also an effective way to enforce strategic reorganization on state-owned economy, establish Modem Enterprise System and dispose rationally the economic resources. At the moment, our country is in the process to establish and develop socialist market economy and assets reconstruction began not so long ago that there are a series of contradiction and problems. Therefore we must define further the necessity and essential features of assets reconstruction of enterprises, find out problems in the process of assets reconstruction, learn its law, establish its aims and feasible solution, analyze the difficulties and obstacle in its practice, such as vague property right relationship, too much administrative intervention from the government, imperfect property right market and defective legal system remain to be solved. We should continue to give play to the service functions of intermediary organs. The social security system remains to be built and perfected. Upon such a base we should propose measures and suggestions aimed at smoothly conducting assets reconstruction of state-owned enterprises. This essay includes five parts: The first part expounds the definition, theoretical foundation and essential features of assets reconstruction; the second explains the necessity and practical importance of assets reconstruction of state-owned enterprises, the third summarizes its aims, principle and feasible solutions; the fourth analyzes deeply problems in its process; and the final part is to discuss measures to smoothly conduct, assets reconstruction of state-owned enterprises.
