The thesis is separated into three parts. The first part is intended to probe into the means of resource distribution from the point of view of theoretical evolution. The second part aims at investigating the choices of the means of resource distribution in China's market- oriented reform during the past ten years. The third part discusses the reform of firmization of the state-owned enterprises.In the first part, the theoretical statement about the resource distribution is carried out in two aspects. On the one hand, the thesis talks about how the threemeans of resource distribution--market, government and firm--came intothe theories of economics. On the other hand, the thesis discusses the process in which the three means successively came into the basic economic system of our society and function in the course of resource distribution.The second part is an empirical study on China's market reform in the past ten years which can be divided into three stages. Firstly, the reform after the 14th National Congress of the Communist Party of China was focused on the establishment and perfection of government's macro-regulation system. Secondly, the reform after the 15th National Congress of the Communist Party of China aimed to enable the market to play a basic role in the resource distribution. Thirdly, the aim of the reform after the 16th National Congress of the Communist Party of China is to improve the state- owned assets management system and accomplish the reform of firmization of the state-owned enterprises .The last part discusses the firmization reform in the state-owned enterprises. The train of thought in this part is supposed as the following.As a matter of fact, the long-term deflation reflects the defects existing in the present pattern of resource distribution in China. Most of the medium-small sized state-owned enterprises cannot realize the optimum resource distribution, which is caused by the fact that they are not the principal parts in resource distribution--firm, for the nature of a firm is determined by the its unique means of resource distribution. Inside the firm, it is the authority that distributes theresource. The accomplishment of optimization of resource distribution is impossible if there is no effective incentive and restrictive mechanism based on the ownership.The decision on the intensification of the reform in the state-owned assets management system made in the 16th National Congress of the Communist Party of China, is a milestone in the firmization of state-owned enterprises. Just as the economist Liu Jipeng has said, "The 16th National Congress of the Communist Party of China will open an era of firm in it real sense in China."A top priority task after the 16th National Congress of the Communist Party of China is to regulate the withdrawal of the state-owned assets from the medium-small sized enterprises.
