| China is about to enter the era of entrepreneur! This is a common understanding from the top leaders of government to the circles of enterprises in China.With the economic restructuring over the past two decades, Socialism Market Economy is shaping up in China. In the face of global economy, the enterprises' level embodies the state economic level, and entrepreneurs are playing a decisive role on developing modern enterprises. Premier Zhu Rongji has emphasized for several times: To reform the state-owned enterprises must attach great importance to the constructing of leader group. Only the excellent leading group can radically improve the state of state-owned enterprises.One the other hand, for a long time past, plan economy has been deeply influencing the economic development in China. the traditional structure and system prevent the real entrepreneurs group's appearance.All above indicate: It is important to find the factors that are of disadvantage to form professional entrepreneur. We must establish a modern, professional entrepreneur class.It's the aim of this dissertation to argue how to construct a group of qualified and professional entrepreneurs fitting to the need of socialism market economy. It starts from the practice of enterprise's managers in our country, uses the experiences of foreign countries for reference, and wants to find a specific thinking of constructing our entrepreneur group through analyzing the current situation of the enterprise managers in China.This thesis subtly expounds the reasons that modern entrepreneur group can't be constructed in China .They are because of the imperfect structure, mechanism and imperfect market and the low management level of the enterprise managers.The paper is divided into four main parts.The first part : Reviewing briefly the entrepreneur theories of foreign scholars, and brings forward the basic characteristics of entrepreneur in common.The second part : Following the process of economic structure reform, I reviewed the process that entrepreneur emerged in China, and put forward a conception that market economy and the modern enterprise system are the two producing bases of professional entrepreneur class, not only in western countries, but also in the entrepreneur class with Chinese character.Then I demonstrate the inevitability of professional entrepreneur group in operating and managing enterprises.In part three, I put forward that professional entrepreneur group has not formed in our country. External factors and internal factors are the reasons.External factors: The government functions haven't radically changed to state-owned enterprises; Property rights have not been clear; many state-owned enterprises which have re-organized according to modern corporation system in form, haven't changed their inner operation system; and so on.Internal factors: The mode of management thinking of enterprises manager is not changed and the managers' operation and management level are low.Part four puts forward a detail plan to construct our professional entrepreneur group in China.External environment's improvement includes: Radically changing government functions, it is said to separate government administration from enterprise management; Making a clear distinction between investor's ownership and legal person's property rights and separate ownership from managerial authority; Creating a favorable economic and social environment to enterprises, and also a perfect market.Internal mechanism includes improving the stimulus mechanism, supervising and restricting mechanism, checking mechanism, cultivating mechanism.I also put forward the request to modern entrepreneurs about their own character and how to reach it. This subject research has important realistic significance.
