| On the background of the Communication shall be Given Top Priority in West Development Campaign? this paper, bases on the theory of regional economy development, transportation construction, etc., puts forward the development strategy of the construction of the Bi-provincial Highway Network between Shaaxi province and Gansu province through relative analysis of the economy development of the Southwest and the Bi-provincial Transportation Network. Structure, present situation, and adaptability of the Biprovincial Transportation Network are analysed and evaluated by means of modem mathematic models. The paper also gives the overall arrangement of the Bi-provincial Transportation Network with the help of the transportation channel theory. Through the cost estimate analysis and comprehensive profits evaluation, the economy feasibility is studied for the Bi-provincial Transportation Network Construction. Finally, considering relevant policies to the West Development Campaign, construction plan and some measures are advanced. |
