India, a great on-going rising country, the largest democratic country whose population has the tendency to rank first in the world, has increasingly attracted and fascinated international society. In America’s diplomacy, the level and role of Asian countries, especially India, has been upraised. As America’s strategic eastward movement has been put into effect and the promotion of Indian Ocean’s strategic position, the “Indo-Pacific” geopolitical concept has gained great importance and therefore the U.S.-India relations has also began to warm up to a certain extent. During Obama’s two terms of office, the U.S.-India relations absolutely experienced and went through many ups and downs, but what can be seen clearly is that the United States has improved the status and role of India in its South Asia policy. America conceive India as both an important democratic bridgehead in Asia and a significant strategic partner. To study the America’s policy on India will bring about significant enlightenment and important benefit to the further research about American policy towards South Asia and will guide the study of overall policy trend so that comprehensive tendency of its future actions can be shaped up. The great divergence in the sense of threat makes the improvement of U.S.-India relations become difficult. The upgrading of U.S.-India relations not only face severe internal obstacles, but also bear huge external pressure and risks. The America’s policy on India becomes greatly sensitive and significant due to the divergence between the two countries’ national strategies as well as the influence imposed by outside countries. There is no obvious trend for the U.S.-India relations to have any breakthrough so that they can be grouped together into alliance. They still have a long and difficult way to go further. Qualitative change will not take place in a short period and the transition from partnership to alliance will be arduous and difficult.
