The reformation of judicial system for specified number of personnel is the premise to promote the professionalism of judges, the key to improve the judicial capacity and enhance the credibility of the judiciary. In order to establish a professional team of judges, it is necessary to promote the measures of improving and perfecting the judicial system reformation gradually and effectively. It is significant to clear judicial corruption, improve judicial authority, and guarantee fairness and justice.Judicial system reformation has entered the key process, a growing number of new problems emerged along with this reform process. On one hand, many foreign judicial reform experiences encountered with the problems in the application of domestic localization. On the other hand, the Reformation of judicial system is bound to affect the situation as a whole, it is worthy to study on the project of how to get rid of the barriers of vested interests and promote the reforms effectively.On one perspective, this paper focuses on the collection of researches both at home and abroad and on sorting the histories and experiences of the judicial system reformations, so that to provide a theoretical basis of the judicial system reformation in China.At the same time, the author continues in-depth studies in primary courts in order to collect the problems during the practices of the judicial system reformation and undertake the empirical study, thus to provide for the reference in practice reforms.Through grassroots visits and investigation, the author summarizes four major issues of judicial system in advancing the reforms, including the standards of the personnel,the selection mechanism, the mechanisms of personnel’s flowing and exiting. Among which, the standards of the personnel are the premise and framework, and the selection mechanism is closely related to the promotion of elitism and professionalism of judiciary, the mechanisms of personnel’s flowing and exiting is the key to maintain a stable condition of judges and reduce the barriers to the reforms.These four questions are related to the success of the of the reformation of judicial system and have a profound impact on the judicial system.The author combine the theories and practices both at home and abroad on the reformation of judicial system and propose four main issues,as well as proposing the suggestions for resolutions. The suggestions involve both central government institutional construction, and also the practical reform problems in district courts, so that to provide a reference for further reforms from different perspectives.In summary, this paper based on the survey results of the reform experimentation court, while combined with practical experience and theories both at home and abroad, analyzed a number ofissues of reforming under the current Judicial System, and also come up with the suggestions of solution, so that to make a contribution to the Judges reforms.
