Political development theory is an important theoretical paradigm in comparative politics and an significant pointer to understand the world political reality. Since the 1950 s, western political development theory changed with time, trying to clarify and guide the development of political reality in the world. Francis Fukuyama, a famous Japanese-American political scientist, facing with the reality of today’s world political development, puts forward a new paradigm of political development theory, which provides guidance to understand the real world for us and further improve the West political development context theory. Therefore, this article attempts to put Francis Fukuyama’s political development theory as a starting point, then reviewing the Western political development theory, trying to acknowledge the current political realities of countries and political development in China.Fukuyama’s political development theory is based on Huntington’s political order study, Fukuyama further explorers the origin, development and changes of political order, which can be regarded as the academic background of Fukuyama’s political development theory. Throughout the world today, the prospects of democratization appear bleak, whether it is the old democratic country, United States, or emerging democratic countries, India, especially Arab and African areas facing a series of problems. At the same time, China and other countries rise as a new development pattern. This is the realistic background of Fukuyama’s political development theory. There are two outstanding features in Fukuyama’s political development theory: Firstly, it proposed three elements of political order, the State, the rule of law and accountable government, which become an analysis framework paradigm of the state’s political development situation. Fukuyama believed a successful country need balanced integration of these three system elements; Secondly, focusing on analizing political decay and putting forward that the political decline could happen in any country, the key is to adjust the system to achieve new balance. In addition, Fukuyama proposed the path of political modernization, political development sequence and views on institutional transplant. It is worth noting that Fukuyama presents a new view of humanity and apply this throughout the study.Fukuyama’s theory of political development is derived from Huntington’s theory, so this article makes a comparative study of both views. In the end, Fukuyama’s theory shows concern about China. According to Fukuyama’s theory, China’s political development lies in limiting state power under the rule of law and democratic accountability while maintaining the state power. Currently, China’s political reform is at the critical period, how "China model" can really become a model, Fukuyama’s theory is very beneficial and inspiring from my perspective.
