The civil service system in the China implementation of more than twenty years,there are many problems in the past 20 years of practice, one of the more prominent is the efficiency of the civil service rate is not high, which is to establish a clean and efficient service-oriented government, the satisfaction of the people. The problem is a departure from the civil service incentive mechanism, more and more social and government itself concern and attention. Civil servants especially township civil servants incentive mechanism still exists many problems in practice, needs to be further improved and perfected. The township civil servants, their job is to stand in the forefront of the country’s reform and development, to face the masses of peasants and the government, is a bridge to contact between the government and the farmers, is the work of the government interpretation and execution. This determines the importance and particularity of township civil servants, township civil servants work will directly affect the party and government in the people In the public image.Therefore, it is necessary to enhance the enthusiasm and initiative of the township civil servants.I used the Awang town in Kunming city Dongchuan District civil service incentive system for the case of in-depth research and analysis, using the method of literature research, questionnaire survey, comparative analysis and other research methods analyzes the incentive problems of township civil servants, and learn from the classical theory of motivation at all times and in all countries, on the basis of relevant theory analysis of the status quo, problems and causes and puts forward the corresponding countermeasures and suggestions to solve the existing problems. The main problems existing in the township civil servants are: single incentives; incentive compensation effect is not obvious; the promotion system is not perfect; lacking of supervision. The main reason is the political, economic, cultural and ecological, social environment. Countermeasures and suggestions this is the first: to rebuild the incentive principle, improve the incentive mechanism of civil servants; third to improve the salary incentive effect; third Fair and transparent, open up the townshipcivil service promotion channel; fourth to increase government supervision, to construct a reasonable evaluation model.Finally, according to the theoretical analysis and practical research in this period of time, make a conclusion and outlook of their township civil servants incentive mechanism.
