The social elderly care services system construction plan(2011-2015) points out that China is the only country that has over 100 million aged people. Moreover, its elderly population is growing in a rapid rate of 3% annually, over five times higher than that of population growth. It is expected that the elderly population will reach to 243 million by 2020 and accounts for about 18% of the total population amount. China is facing a serious pressure of elderly care because of the huge amount of elderly population and its aging trend. The aged people’s activities of daily living are declining with the increase of age and the decline of body function, which causes the continued growth of the disabled and the half disabled. The tradition of totally depending on the family members is weakening at the background of miniaturized family size. In order to extend the life of the aged people and improving their life quality, and finally to realize the target of positive aging, it is important and urgent to improve the elderly care services effectively.Beijing is one of the cities which confront a serious aging problem in China. It started the construction of social elderly care services system earlier. In order to improve the life quality for the elderly, Beijing proposes an elderly care pattern of "9064" target and issues "Nine policies" for elderly care later to assist the construction. The government departments at all levels make great efforts according to the overall layout, especially in the field of home-based care, to promote the development of the elderly care career. Elderly care services subsidy for the special aged people is a continued policy, which aims at the elderly who cannot take care of themselves. With the implementation of "Nine Policies" for elderly care, the position and role of the subsidy for special aged group has changed. During the process of carrying out the elderly care services, some districts continue to implement the subsidy in combination with their own situation, and to explore a better approach to improve the subsidy based on the former practice. This thesis takes the special aged people in C district as a study object and takes the elderly care services subsidy for the special aged people as the research perspective to study the implementation effect of the trial of elderly care services subsidy for the special aged people.This thesis uses the methods of literature study and empirical analysis to analyze the practical results. In addition, it summarizes the existing problems in the experiment site work and put forward relevant suggestions in order to improve the life quality of the special aged people better.This thesis is divided into six parts. The first part states the research background and significance. The second part introduces the related theories and reviews the domestic and foreign literature. The third part introduces the background and the details of elderly care services subsidy for the special aged people pilot in district C. The fourth part analyzes the practical results from the dimensions of policy satisfaction, equity, effectiveness and efficiency. In addition, it concludes the existing problems. The fifth part puts forward ideas and the specific suggestions to the exposed problems. The last part summarizes the conclusion and the research deficiency.
