A Study On The Prevention And Mediation Mechanism Of Rural Mass Incidents

In recent years, with the deepening of reform and opening up, China’s rapid economic and social transforming, the rural social structure and the interests of the pattern profoundly adjusting, the profound changes gradually enhanced in the concept of farmers’ democratic consciousness. In this period, the rural society was stable, but there were some contradictions and problems. The new problems continued to emerge, and the old and new contradictions are superimposed, leading to a serious impact on social harmony and stability. Currently, the emerging group events caused that the masses put pressure on the government. Then, the scale continued to expand, the phenomena of the complex form. So these may lead to solve difficulties toughly. Therefore, in the face of the new social situation, how to prevent the occurrence of rural mass incidents effectively, or how to coordinate and mobilize all kinds of favorable factors to mediate and handle the rural mass incidents. Thereof, maintaining the social stability has become a main issue of administration in governments at all levels.While mass incidents that have quantitative restriction, occurred within the scope of township jurisdiction, any group events are link with obvious local conditions, such as local economic, social or cultural background and so forth. Because the prevention of relevant departments is insufficient, lack of the late improper mediation, leading to conflicts or causing dissatisfaction with the related people. What’s worse, this causes the deterioration of the situation. As result, township organizations and rural mass are the most widely used. So they who are understanding of the feelings of people, can arouse within the jurisdiction of San Miguel quantitative solutions in conflicts. Hence, those play key role in prevention of group incidents.Based on the reality, as an example of D Town in Zhangqiu City, we utilized questionnaire survey and individual interview in order to have access to relevant information and case studies and so on, to the town in recent years, the occurrence of mass incidents were systematically. Then, the author analyzed the status of the town group events, generating reasons, or putting forward the prevention and mediation mechanism. Furthermore, the study found that forming a sound mechanism of preventing and mediating mechanism can fundamentally reduce the occurrence of mass incidents, and getting properly stability control, via taking a series of measures. Mediating group events in the process play a positive role so that we expect to help other regions rural group events prevention and mediation.
