We by the standing committee of the National People’s Congress on December 29, 2001 through after enforcement of the criminal law amendment(3), the paper established the fabricating, terrorist deliberately spread false information, this appears as a new crimes, one purpose is in order to effectively combat terrorist activities. But in practice did not achieve the desired effect, according to concerning sectional statistic, on May 15 to 18, 2013, there are six transmission of fabricating false information explosion of civil aviation security threat events happening across the country, as a result, the Shanghai, Beijing and other 22 alternate flights delay. Against false terrorism information transmission range, the trend of fast speed, on September 29, 2013, the supreme people’s court announced on fabricating, deliberately spread false terrorist information relevant judicial explanation.
