A Study On Ethnic Minority Support Policy In China

2010 Census suggested that Dulong population was the third least in the 55 ethnic groups, and the least in the 8 scarcely populated minorities with a population of 6353. Dulong people manly live in Dulong River valley of Gonshan Dulong and Nu ethnic group autonomous county, Nujiang Lisu ethnic group autonomous Prefecture, Yunnan Province.Yunnan Provincial Party Committee and People’s Government attached great importance to poverty-relief of Dulong River village and Dulong ethnic group and made arrangements on implementing the Spirit of central government leaders’ important speeches and instructions for several times. Dulong River village was listed as provincial poverty-relief pilot village and a Three-year plan for Dulong River village advancing and Dulong ethnic group helping and supporting were launched in 2010 and two-year consolidating and improving project in 2013.All aiding projects will complete so far. By summing up good methods and experience, analyzing existing problems and situation to be facing, the auther proposes relative strategies which will play an important role in promoting the development of scarcely populated minorities.The paper discusses the definition of scarcely populated minorities, distribution and current developing status at first, then the main supporting policies on scarcely populated minorities’ development of our country. Based on above researches, the paper conducts theoretically study and in-depth analysis on the effects of aiding policies by using sustainable development theory, policies on ethnic, ethnic unity and equality and scientific development ideology. Taking Dulong ethnic group as typical case, the paper primarily studies practicing strategies and effects, and referential experience of aiding policies. At last, according to above researches, the paper discusses how the whole aiding policies for scarcely populated minorities maintains, and proposes specific suggestions on accelerating all aspects development of scarcely populated minorities.The suggestions are as follows: 1. Correctly handled the relationship between scarcely populated minorities and regional economic development, the relationship between local ethnic culture development and economic development, the relationship between scientific harmonious development and leap-over development and the relationship between poverty relief and ecological civilization; 2. Constructing poverty relief mechanism with more subjects engaged; 3. Increase capital injections into poverty relief and increase the efficiency of capital use; 4. Heightening the level of sustainable development in scarcely populated minorities region.
