The age of Internet, people’s reading habit is also quietly changing. Network media is the product of the era. Comparing with the traditional media, network media is different at information carrier, content and technology. It makes state realizes that traditional regulation mode apparently can’t meet the demand of the network media age, and government starts looking for a new way of regulation.Based on this, this article wants to solve the problem that, under party-state system, state’s control of the network media is how to implement? In the process, how to embody national ability and how to deal with network?In order to solve this problem, based on state autonomy theory, this article decomposes state autonomy into four specific national capacities: absorbing ability, controlling ability, innovation ability and legitimacy ability, and puts four ways to control media: organizational control, financial control, discourse control and technology control. From two angle, longitudinal and transverse analysis, this article analyses national regulation strategy of network media under partycountry system.On the longitudinal, this article divides into three phases to explain the relation of state and media. From 1978 to 1992, mainstream ideology has been called into question, the role of the media as the mouthpiece of the party was falling. From 1992 to 1999, the state has lost the control of media, and there was a brief media boom in a short time. From 2000 to now, state has begun to realize the importance of consciousness propaganda, but unlike the direct control in the past, state has used market mechanism to form the soft control of the media, but still controlled the actual resources and voice. On the transverse, there are two kind of regulatory ways: regular supervision and regulation movement type.For this regulation of the state, the media also has its own response which leading national regulation often difficult to deal with network. At the same time, movement type regulation cannot form a long-term mechanism, and the state lacks of positive interaction with network media, —these are the problems existing government regulatory network media in the current.
