"Learning society" has been gradually popular in the West since Hutchins put forward"learning society" in the 1960s, from a new social concept to management activities of modern society. Comrade Jiang Zemin put forward that "build a lifelong education system and create a learning society"at the 2001 APEC meeting on human capacity building. After that, many cities, communities, businesses and other organizations in our countries also put forward an aim—build a learning society. Learning society had been put forward as an important cultural characteristic of well-made in National Congress party, which effectively promoted the building of a learning society.The power of Building a learning society should come from two levels, From the microscopic point of view, it comes from the individual self-development and improvement needs; from the macro point of view, it is necessary for social groups to maintain sustainable competitive advantage. It can be seen from the power demand level, the theme of building a learning society should be pluralistic The idea that learning is the cause of the individual members of society, The other building themes in the society are not necessary, should not also be involved in the field are biased. As the functions of Government's public service and public nature of a learning society is consistent, at the same time , because the government own powerful energy in control of social resources and social management., which makes a decision that the government not only becomes "leading role" in the building of a learning society, but also a kind of strength other roles can not replace.In this paper, social theory of learning, the role of government theory, human resources capacity-building theory are utilized as the basic analytical tools and the essential conditions to build a learning society as the logical starting point. Among many conditions, social atmosphere, system security, organizational security, technical security and material security are the most basic conditions. Lacking any one of these conditions, it is hard to ensure the smooth progress of the construction of a learning society. Accordingly, government power and status of the supply conditions are analyzed based on qualified status and it is put forward that the government should be the good modeler of social environment to construct the learning society, the rule-maker and defender, exemplar, funder, organization coordinator and supervisor. Meanwhile the contribution it made enables the government to rightly enjoy the achievement of the learning society.In China, roles of local governments in constructing the learning society vary greatly. Some are deeply involved in the planning to provide resources, monitor the process and evaluate results; some give full play to the enthusiasm of social organizations and individuals, focusing on the role of civil forces. The author selects Changzhou, Shuangliu and Shenyang as the researched cases. On the view of deviation in building a learning society by local governments, the author proposes establishment of a shared vision, to achieve diversify of propaganda; improvement of the existing laws and regulations, perfection of the legal system; establishment of relevant supporting systems to form a virtuous circle mechanism; changing self-concept to build a learning society; active organization and coordination and scientific plans; encouraging participation of multi-agents to establish cost-sharing mechanisms; integration of educational resources to form lifelong learning network system; building a platform for fair competition to achieve creation of a good restoration path for the role of social environment.
