| The credibility of the government is an ability to obtain the public trust. It is a measure for legitimacy, also, it's an important benchmark of political civilization. As cornerstone and soul of social credit system, government credibility are "barometers " that reflect a country's credit situation. It has a great influence on the country's political, economic and social culture.Currently, in order to meet requirements of the socialist market economy, China is changing government functions. The target of government reform is to change from infinite,control and man–rule to a finite,service and law-rule type. Because the reform is complex, government functions is not clear, ideas of public servants still remain in the traditional administration. Especially, with the arrival of social structure's transformation, there are many demands to the government, which different from the planned economy. It is a major test to the government. By the above two factors, lacking of credibility is prominent. It reflects in many ways: such as miscarriage of justice led to frequent mass incidents,public services lagging behind the needs of society,official corruption,public policy is disorder and so on.The erosion of governments'credibility is a universal global problem, therefore, it is concerned by many countries. In west countries, beginning from 1970s, new public management movement became a method to resolve this problem. There are many methods ,for example ,Basic Moral Construction Movement,increasing citizen participation,performance improvement measures and to provide citizen-centered services. These suggestions may well be useful to china.It is a systematic project to enhance credibility of our government. This paper argues that we need to improve from concept,institutions and law-construct. Specifically, governments have to be in accordance with the requirements of the scientific development concept, changing the development mode, firmly establishing a sense of responsibility and service, continuously enhancing the governments'ability to provide public services, and an ability to deal with emergencies; increase governments'transparency,meeting the requirements of the public for government information, expanding public participation. |
