Research Of Solution And Cause Of Formation For Government Credibility Weakening

"One without credibility cannot be trusted and administrative power will be weakening when mutual trust between government and public was lost". Confucius pointed out that "Trust from public to government" is fatal important to a country. When Shang Yang started his innovation in Qin dynasty, he "Put a stick on ground" to build government credibility. Government’s credibility is an issue being investigated since thousands years ago. And this is also an important topic to be further studied by our members of Communist Party.Higher level of government’s credibility will enhance the public’s sense of social trust and sense of belonging. And will consolidate the legitimacy of the government to maintain social stability and building a harmonious society of great significance. It can be said to enhance the government’s credibility is currently one of the priorities of China’s rulers. In the new era of building a socialist harmonious society, all sectors are constantly differentiation, integration, precipitation, and disputes between the interests of different groups and the inter-contradictory things go wrong, will lead to social conflict.The so-called government’s credibility is that the government launched its own resources based on administrative activities, and thus gained the trust of the public. Further analysis of this definition shows that the government’s credibility involves two subjects:one is to implement the administrative activities of government; the other is the administrative activities of government to give the judges the public. Government and public are two principal parts of government’s credibility. Government, as an organization has all characteristics of organization. Public, as a group of people has all characteristic of human being. Due to this reason, analysis shall be based on characteristic of above two principal factors. Factors in government include:personality of civil servant, system of government decision making, relative regulation and information transformation. Factors in public group include:personal feeling and expectation, constrain of public understanding etc.Currently China is in a significant society transformation period. During this period, the economic, political and cultural environments which are previously familiar to government and public were changed. Government wants to be released from traditional concept of reign, meanwhile, social public have higher requirement to government’s social service capability. Government’s credibility was challenged by public and it is in very bad situation.To improve government’s credibility we shall proceed with the above mentioned two major factors. As regarding with government, we shall deepen social reformation, consummate political system and administrative system and especially we shall reinforce the monitoring to administrative power. And the capability of executes of government, especially local government, shall be improved so as to guarantee the policy published by central government can be implemented smoothly. As regarding with social public, government shall improve the communication with social public and create possibility to involve social public in government administration activities. And reinforce acceptance of publics identity as a owner of the country.
