| In the public adiministration system, government organaization set up is an important prerequisite for achieving the government management. During western coutries's administration reform, it's worth in-depth study how these countries design and construct their government organizations, especially setting and mode of operation of their organizational structures of central governents and there will have some referential significance to those market-oriented developing countries. In this paper, considering the factors such as International strategic position, overall national strength and political and economic systems, the United States, Russia, Canada, Australia, Japan, Britain, France, German, Italy and Switzerland are selected as objects of study. These countries'administrative ecological environment, political, economic, and social backgrounds are analyzed with large amounts of data, author summerize the main reason for ten countries to set up their central government organizations as well as compare, classify the condition of their central government organizations during the three stages in Economic Liberalism, State Interventionism and Neoliberalism and summerize common characteristics and differences of these organizations in different stages. In order to further understand the current situation of ten countries'central government organization, auther reveal the trend of big-department and organization diversity in ten countries from studying the condition of cabinet-level ministries, independent agencies, executive agencies and other organizations. At last author propose four points to conclude the paper what are written as follows, political system, marketization and socialization are the most important factors what influence government organization of ten countries, organaization set up must be adapted to the changes in government function under certain period of time, the expansion of executive power and differentiation and trend of new round government reform. |
