This article will centre on the legal issues accompanied by the wide use of city image monitoring technique.Firstly, the article will identify the concept of monitoring system, discuss the origin of monitoring and the evolution of monitoring theories.Secondly, the article will refer to UK, USA, Canada and Japan's successful experience in applying monitoring system and constructing relevant legal system, where city image monitoring technique has long been used and advanced legal systems are carried out, meanwhile, it will emphasis on the construction of legal system of image monitoring, protection of right of privacy, protection of communication data.Thirdly, the article will study the current situation of city monitoring development and relative legal issues construction, further analyze various social and legal problems lying ahead.Finally, the article will focus on the construction of legal system of city image monitoring. Facing brand new challenges in social management, we need, with the progress of the times, advanced techniques of multi-function and high value. As one of these techniques, city image monitoring development and relative legal system construction seem necessary and urgent. The article will indicate principles of relative legislation:principle of human rights and freedom, principle of public interest-Orientation, principle of rule by law, principle of information security protection. Through these analytic demonstrations, the article will put forward some suggestions in the field of legislation:seeking support from constitution, specifying by civil law, standardizing with private information law, managing by city image monitoring system legislation. Simultaneously, the article will explain administrative regulations likely involved in legislation of city image monitoring system.
