On The Construction Of China's Civil Service System Of Accountability System

The accountability system is the integral part of legal society and the marker of its maturity, so such a system is of great significance for the developing China. The research on the accountability system will be beneficial to the theoretical exploration and construction. At the same time, it is also useful to improve the environment of Chinese politics, reinforce the construction of an efficient teem of civil servants, shape the good image of civil servants and suitable selection and personnel mechanism. This thesis emphasizes the suitable arrangement and usage of available documents and materials and trying to combining theory with practice to make some improvement on the basis of the former research results and make some break-through. The starting point of this thesis is the existing situation of China's accountability, concerning on its characteristics, effects and problems, combining with some academic achievements to analyze the connotation, integral components and theoretical groundings of the accountability system. It attempts to make clear the subject and object of accountability, its range, procedure system and result, ect. Some existing problems are also referred to, for example, the lag of legal construction and lack of normality; the inconsistency of accountability system and lack of seriousness and authoritativeness; the lack of complementarities in investigating the group itself and others. Although theses problems are unviable in the process of China's legal system construction, it is necessary to resolve them. To make clear the subject of accountability, to widen the range, and to strength the pertinence of the system are in great need. Meanwhile, the unifying the criteria of accountability, improving the responsibility system and realizing the justice of procedure are all emergent tasks of the government. The premises of a accountability system includes the legal system and related institutions. The government affairs openness and the guarantee of'the right to know'of citizens are the only way to apply accountability system. The construction of culture of accountability and optimization of environment are the important content. They are all integral and organic part of construction of civil servant accountability system.
