As a new flexible management, Administrative guidance produced in Japan after World War II. It is the Administrative authorities in its terms of reference, With guidance, suggestions, advice and other non-coercive methods to impose on the relative role or influence, that the Administrative counterpart to assist the executive conscious consent or completion of the administrative goal of administrative behavior. Because of administrative guidance has a soft, flexible, human features, widely used in the market economy countries after World War II, and played an active role.From the administrative practice point of view, Administrative guidance with the traditional rigid administration in different ways, It is in the exercise of administrative authority in the process, do not rely heavily on the role of the executive power of the force, but non-coercive methods, relative to guide human behavior, making the executive and the administrative counterpart of the between discussions, consultations, room accommodation, counterpart has fully express their wishes and interests of space, which make up the traditional rigid management deficiencies. From the theory point of view, administrative guidance to fit the concept of flexible management, reflecting the flexible management of "people-oriented" management of the core, "non-compulsory" management approach, "flexible" management principles and the "harmony and common prosperity" management objectives.This article based on the implementation of the "people-oriented" concept of governance and "building a socialist harmonious society" in the context, starting from the perspective of flexible management, from both theoretical and empirical guidance on the administration of flexible connotation in-depth analysis, to hope establish the right, advancing with the management philosophy, to better service for building a socialist harmonious society.This article consists of four chapters. Chapter I, Introduction. First analysis of the traditional characteristics of rigid management style, the plight of reflection, which leads to the administrative guidance in the administrative practice of the Boom and the theory of follow-up. And then writing this article some of the basic issues, such as the purpose and meaning, related research, studies the structure and framework, the innovation that made a summary style. Chapter, first analysis the concept of the flexible management and administrative guidance, and then made a theoretical integration of the two, finally from the flexible Management Perspective describing the features and principles of the administrative guidance, and revealing the power of administrative guidance is a weak nature of administrative act.
