Police Public Relations Construction is the inevitable trend of reforming police security work, which is paid more attention by more and more police organization. Greatly strengthened construction of police-civilian relationship by public security organ, is the objective need of realizing the sustainable development of police service work, and accomplishing public security tasks and targets; is the demand of dealing with complex social public order situation and to maintain stability of the state; is the practical requirements of firmly establishing the concept of law enforcement for people, reducing the distance of police-civilian relationship, enhancing the quality and image; is the need of concentrating public wisdom and wills, strengthening and improving the public security work. In current social background, the building of the Police Public Relations have already become one of the key projects with high attention and efforts by decision making leaderships at all levels in public security organs.In our country, systematically discussion and mechanism building on Police Public Relations started late and developed slowly, in-depth research on Police Public Relations Building is relatively lagging behind. By contrast, the Police Public Relation Building was raised and put into practice in Western Police for nearly one century, and lots of experience of building Police Public Relations from many countries and regions are worth learning and drawing by us. In the meantime, a number of practical problems in building Police Public Relations by public security organs are found within public security organs and in the external social environment, which affect the image of the public security organs and effectiveness of public security work. Tracing to its cause, thoughts and understanding, quality of the team, P-R minded skills, social environment and other aspects all need urgent improvements. Meanwhile we must firmly establish seven concepts to develop building Police Public Relations as all policemen's habits.To strengthen the building of the Police Public Relations, we shall also make efforts to optimize five key mechanisms: firstly, to optimize the long-term mechanism of team management to enhance the quality of Police; secondly, to optimize the long-term mechanism of law enforcement service and to raise its service level; thirdly, to optimize the long-term mechanism of Police-civilian interactive to strengthen the communication between Police-civilian; fourthly, to optimize the long-term mechanism of communicating and propagating in order to shape and promote Police image; Fifthly, to optimize the long-term mechanism of Internal harmony of Police to advance Police-civilian harmony by internal harmony.
