From the Qing Dynasty, the Qing government continued to adjust foreign policy toward the Korea. Qing Dynasty and Korea had been maintaining the traditional tributary relationship. Korea from 1637 in which Injo Qing Li Zong joined to Qing Dynasty to the time in which korea joined themselves to the United States and Europe to East Asia for trade before signing. Outlook for Chinese Barbarian and the " small word something big " principle of foreign policy, the Qing government did not interfere with Korean internal and foreign affairs, unless a threat to Qing Dynast. In 1637, Huang Taiji even proposed the royal decree in which the Korea might keep relations with Japan .The Korea of "something big" continued to inform the Qing government trade event., from the time which the British marchants asked to trade with the Korea. The Qing Government took the Korea to deal with foreign affairs with the United Kingdom, France and other countries, on what grounds of protecting dependencies. In fact ,the action was to direct control the diplomacy of Korea, in order to avoid damage tributary system of East Asian.With the outbreak of the Second Opium War and sign of "Beijing Treaty", with the affairs of the Korea, the Qing government sought the "mediation," of the both, then into "non-intervention" policy in the whirlpool. Non-intervention" policy was the product of self-protection of the Qing government. But it was also to prevent that the France , the United States and other countries put pressure the Qing government . They used the power of Qing government to force Korea into compliance. It had played a positive role . at the same time, it damaged the relations system of Sino-Korean tributary . With Japan's "China policy", "Seikanron" finally taken the first step. With "Ganghwa Island incident" of 1875 as an opportunity, the Japanese began invasion of Korea. Towards Japanese pressing harder and harder and with Japan as "near disaster" , the Qing government gradually adjusted the policy toward the Korea. The Qing government started by the "no intervention" policy shift limited "guidance," the Korean Ministry of Foreign Affairs. Since then, the Qing government's limited "guidance" was still based on "appeasement" for the purpose.With the gradual disintegration of tributary system, the Qing government gave up on peripheral vassal state of the military and political assistance "obligations", losing to mediation as a means to protect themselves survive, efforts to achieve China and Northeast Asia's balance of power. Japan was to notice the policy of Qing Government intervention and used the"non-intervention"policies of China, then Japan successfully signed the "Treaty of Ganghwa" with Korea. With the gradual deepening of the Japanese forces moving in Korea, the Qing Government urged the Korea to implement policies and attempted to use "restrict them" of China in Korea. "Treaty of Korea-US Trade Agreement" of 1882 was the signing of the Korea under the guidance of the Qing government "restrict them" strategy practice. Unexpectedly, the "restrict them," had made t, the Qing government into a passive in he Korean affairs. Until 1894, with the Korea last tributed to the Qing Dynasty, the East Asian tributary system came to an end. And the Korea had fallen into the hands of Japan.
