Confucian ideology has already formed in pre-qin period. The "ritual" was interpreted as "benevolence" by Confucius. This is the way of "Internal Saint and External King" including "benevolence","righteousness" and "ritual". These three factors have mutual restriction, mutual complementation and interaction. The way of "Internal Saints and External King" was developed by Mencius and Tsunzi. The word "benevolence" shows a trend that human nature is virtuous. So, everyone is equal in terms of virtue, the human has personality and dignity because of good nature. Confucian affirms the virtue in human nature, and develops human's consciousness. It makes society harmonious,peaceful,stable. This is thinking of which includes "Self-cultivation,Family Harmony,State Governing and World Peace". But the way that is from "benevolent heart" to "benevolent politics" has only possibility. It doesn't have necessity. Confucian hopes that the lord and the bureaucracy would carry out the "benevolent politics". But the lord may practice, maybe doesn't. If the lord practiced the good politics, it is because he realize the relationship between the "benevolent politics" and the ruling base (e.g the previous dynasty was subverted because of cruel government). So he has to restrict himself. This is not awakening of his conscience. With the change of historical condition and dilution of the lord's understanding, the effect that the lord restricts himself gradually lose. Therefore, the practice of "benevolent politics" is temporary, and it can't last. So the implementation of "benevolent politics" which is conditional needs the principle of fair and justice. The essence of principle is restriction to the power.
