After the Anti-Japanese War broke out, Shanghai, the economic and cultural center of China, fell to the Japanese Army as the tools. Japanese Army, in their attempts to maintain colonial rule in Shanghai, made full use of the resources and fetched up Dadao Government, Government Office and Shanghai Special Municipal Government respectively, which brought tremendous disaster in a long time. The thesis makes a detailed study of the Japanese Puppet Shanghai Special Municipal Government from November 1940 to November 1944, during the nearly four years of Chen Gongbo as the mayor in Shanghai. The thesis is also the last period of Japanese puppet government and the second stage of Shanghai Special Municipal Government.The fundamental structure of the thesis is related to the government policies and activities happened in four years. The thesis researched several sides of the government as follows:the political domination; the institution installation; military and policy; controlling economic policy; enslaved education; activity with terror; fight for right of concession, and so on. Combined with the social background in the world in these days and substitution of different leaders in government as well as the relationship with the Japanese itself and Japanese puppet government with Wang Jingwei organization, Shanghai Special Municipal Government with Chen Gongbo as the Mayor will reflect the new features and characteristics in Shanghai, showing the different points with the former leaders of government. By collecting the historic materials such as archives and documents to finish research, we can make up a whole part of the blank space in academic historical circles.
