Ecological Ethics In The New Rural Construction

China is being in a big developing time. Since the reform and opening up. the rural areas of china have made a big socio-economic progress .On October 11, 2005, the fifth plenary session of the Chinese Communist Party's Central Committee agreed an plan named "The 10th Five-Year Plan's proposal of the CPC Central Committee on National Economic and Social Development". It put forward a great specific historical missionary that building a new socialist countryside from economic, political, cultural aspects. As a massive project, the new rural development must take economic, social, ecological tripartite efficiency into account and promote the rural society' development with coordinated, comprehensive and sustainable.From the countryside's present situation, the article try to providing some instructions with the ecology ethics view for the new rural reconstruction, it hopes touching the operation of new rural reconstruction mechanism deeply, to help the new rural improving it's economy system and transforming it's humanities idea , then have a sustainable development countryside. The article analyzed the actually rural community with the basic ethical ecology theory, and provided some suggestions for our country's new rural reconstruction. This also are the article's characteristic and innovation place.Chapter I of the thesis expounded the background and significance of the topic in this article, then introduced the study and research of domestic and foreign scholars in this field to illustrated what problem the paper waned to solve eventually .Chapter II of the paper made an explanation to "the ecology ethics view" and "new countryside ecology ethics view", It found the thought resources from the Chinese Ancient ecology ethics and the Western modern ecology ethics, then it discussed the necessity that men build the new rural with the ecology ethics thought. After discussion, the conclusion was affirmative that the ecology ethics thought inducted the new rural reconstruction is very essential. There is three factors that were discussed: the nature of ecological crisis in rural areas are men's ethical and moral ; the rural ecological ethics has not yet formed; ecological ethics are very important to the new rural area's sustainable development.Chapter III of the paper, made an emphasis on Ecological Ethics from the Perspective of a new rural construction. Sections I and II mainly provide ideas for new socialist countryside construction, two cases were cited in section III of the new successful example of rural construction, and their lessons be learned.The last part of paper focused on the practical difficulties when the new socialist countryside be constructed under the ecological ethics view, mainly include: short-term behavior of local governments, farmers prevailing self-thought, the brain drain in rural areas. To tackle the difficulties, it outlined three points: rural eco-environmental legislation, the peasant ecological ethics education, ecological ethics internalized to the government policy decision-making, formulation, and implementation.
