In the period of Three Kingdoms, social and political environment changes greatly. First of all, society is full of contradictions and autocratic imperial power is severely challenged, the contradictions among the ruling class are also more complicated. At the late time of Wu, some important events have taken place, such as JiYan's case, ZhugeKe's case. These events reflect the internal contradictions of the emperor and the prime minister, the HuaiSi group and the JiangDong group. Secondly, because the gentry hold social and political power, the political system gradually changes. This is an unique phenomenon in the chinese history, is also the largest political feature in the period. Because of the political and social environment, the monitoring system and its elements have some changes, for example,Yu Shitai doesn't play an important role in the period. When the supervision organizations don't carry out the monitoring functions, or will not achieve the political aims, the emperors must establish the special monitoring outside the traditional officials.In the Wei and Wu kingdoms, because of specific historical conditions, the supervision organizations appear a kind of new phenomenon- monitoring officer of spy's nature, it is named "XiaoShi". This text attempts to demand the historical reasons which present this kind of phenomenon, and deeply probe into spy's monitoring mechanism. On this basis, I want to analyse that it has monitoring characteristics in the activities,discuss its advantages and disvantages."Spy"is a modern word. On the second half of the 20th century, to safeguard the fascist rule, Kuomintang government establishs the secret service and military organizations, all kinds of people are percecuted by spies. An historian said, who named Lv Simian:"The spy doesn't only appear in modern times, at more than 2000 years ago, it has been ." This is true. In the period of Three Kingdoms, it has the primary form of the spy, at that time, it appears to the ombudsman. Lower the status, but it has the assistant and military spy's mark. At the beginning, it is only a monitoring role to adapt to the war, when introduced into the imperial administration in turn, it becomes the special official and has more deal of power than others. It can easily percecute the prime minister, and has the power of inspecting administration. It doesn't have a formal institution and is free from the laws. Because it is the emperor's assistant, it is possible to use the power outside the laws and destroy the laws at the same time. When the imperial power is able to maintain its competitive and seize the"XiaoShi"well, the gentry have to swallow their anger, it also doesn't do too much harm. However, the balance entirely depends on the imperial power. With the imperial power decline, it is abolished at last. To some extent, it reflects the political conflicts and struggles at different times, as well as the power transfer. Wu and Wei Kingdoms have various regime characteristics and the conflicts, it plays a differnt role in the political life.In the Wei and Wu kingdoms,the purpose of the spy's rule doesn't eventually succeed. Depending on this organization, the state machinery is bound to cause a vicious cycle of operation,destroying the cohesion of the ruling group. It is the common fate of the spies in the feudal society. For the society, it has two effects, we must analysis the monitoring effects from the background. This is the only way to make a more fair evaluation.
