Huang-Lao School is a distinguished school in a hundred schools of thought centered in Warring States Times and is the political guideline of the early Han Dynasty.According to the current view of the academic community,Huang Lao's theory should be formed in Ji Xia Xue Gong in Tian Qi period, and then carried forward in the early Han dynasty.Huang-Lao's theory of the early Han dynasty should come from Qi state, but if it is the primary form of Huang-lao school at this time? What are the similarities and differences between the two? To clarify this issue will help to study in depth about Huang-Lao's theory and the political views of the early Han Dynasty.I think that it embraces two aspects-the Yellow Emperor's theory and Lao zi's theory,it is the combination of the two theories, and it has different focus at different times. In Tian Qi period, the focus of Huang-Lao's theory is in "Yellow Emperor"(Penalty and Magic),not in "Lao Zi"(quiet and Inaction). But in contrast,in the early Han dynasty, the focus of Huang-Lao's theory is in Lao Zi's quiet and inaction, not in Yellow Emperor's Penalty and Magic.By comparison,to elaborate it's reasons of evolution, the process, characteristics and significances from Pre-Qin to the early Han Dynasty.
