In the process of transfer northeast China,the USSR didn't actively and forwardly cooperate with the government of Kuomintang. On the contrary, the USSR made a lot of troubles continually. As a result of that Chiang Kai-Shek thought over solving existing problems by diplomatic means in the situation of suffering obstacle.After two times conversations with Stalin, JiangJingguo ultimately reached the four missions ordered by his father Chiang Kai-Shek. Stalin's promise and support made Chiang Kai-Shek be more secured in front of CCP and all Chinese.
