War Period The Democratic Election Of The Shaanxi-gansu-ningxia Border Region

The Shanganning regime led by the Cmmunist Party of China was the cradle of new-born China .Its guiding principles and policies implemented in the different spheres of the government and its achievements and construction experience had a far-reaching influence on the construction of new-born China and meanwhile brought us great enlightments and meaningful lessons. In particular, the construction of democratic politics based on democratic election provided the construction of other spheres with political guarantee and democratic atmosphere, which played a very significant role in mobilizing and uniting effectively the masses to participate in the anti-Japanese War.The article ,directed by Marxism materialist conception of history and based on the historical fact, tries to put the democratic election in Shanganning regime into the practices of the Chinese people anti-Japanese War to desribe ,analyze and comment in order to emphasize its active role in promoting the process of the anti-Japanese War and democratic construction of country, especially in enlightening and affecting us to build the Chinese democratic politics.The article is divided into four chapters. The first chapter presents the reasons for the implementation of democratic election in the regime from the background of fighting against Japanese invasion in China and the objective situations of the second cooperation between the CPC and KUOMINTONG and from these factors that the regime pursued democratic political construction by itself ,that the CPC explored to form the best regime to satisfied the need of that times and that the CPC adjusted its polices and explored the construction of democratic politics. The second chapter explains and comments the regulations of election qualification .The third chapter describes in detail the whole procedure of democratic election and makes some proper comments. The fourth chapter stands out the progressiveness of the democratic election in the Shanganning regime in comparison with the election of the SUWEIAI regime ( a regime before the foundation of the former Soviet Union ),the election of the Kuomintong regime and the election of capitalism countries. some enlightenments and influences for the days to come are drawn from the democratic election in the Shanganning regime through the fact that the election of the representatives of the Chinese people′s congress succeeded and developed the advantages of the democratic election in the Shanganning regime.
