Shandong Revolutionary Base Areas Of Land Policy

Since the war of Resistance Against Japan breaking out, Shandong revolutionary base had developped from nothing to existence, small to large and gradually become one of pivotal strategic bases in the whole country. By leading of CPC, Shandong people had made a great success of national-democratic revolution and made a significant contribution for the success of countryside revolution. Shandong base's development and growing strength, the success of Shandong national-democratic revolution and Shandong people's contribution for the Chinese revolution couldn't be separated from Shandong CPC's carrying seriously out land policy of CPC. This is a fact that there weren't Shandong base's development and growing strength, the success of Shandong national-democratic revolution and Shandong people's significant contribution for Chinese revolution, if Shandong base hadn't carried out CPC's land policy in real earnest. Yet it was a tortuous process that Shandong base had carried out CPC's land policy and this process presented distinguishing features from other bases.According to subjective and objective elements and real results in Shandong base carrying out CPC's land policy, we can divide the process into three different stages which are basical nonexistent before May 4, 1942, reduction of rent and interest from May 4, 1942 to May 4, 1946 and land reform after May 4, 1946. In this three stages, Shandong CPC underwent a process in carrying out land policy that changed from under-understanding, unseriously treating in mind and little action to highly understanding, seriously treating and efficient action. And the effect of carrying out land policy had been greater and greater with the higher and higher level of Shandong CPC's attention and knowledge to land policy. Seeing horizontally, Shandong base was behind in the whole country in first stage of carrying out CPC's land policy. But because of doing all one could to catch up, she had been among the best of the successful bases and pointed out the way forward for the whole country's land policy on the end of the second stage.
